Importing from Japan to the US: duty, EMS, and the fees
Japan sells things the US can't get — and most of them are duty-free at MFN. The real costs are the 10% forced-labor overlay, carrier fees, and the proxy-service markup nobody mentions.
Japan's duty profile: mostly Free, with one overlay
The categories Americans actually buy from Japan skew duty-free at MFN:
- Cameras & lenses (HTS 9002/8525): Free
- Phones, tablets, laptops (HTS 8517/8471): Free
- Video game consoles (HTS 9504.50): Free
- Printed manga & art books (HTS 4901/4903): Free
- Knitted fashion (HTS 6110): 16.5% — not free
What changed in 2026: the Section 301 forced-labor action adds 10% (or 12.5% net of MFN) to Japan-origin goods from July 24, 2026. A duty-free camera now carries 10%; a 16.5% sweater carries ~26.5%. Check your combination in the Japan corridor calculator.
The EMS → USPS path is the quiet advantage
Japan Post's EMS and airmail parcels clear US customs as mail — meaning the flat $9.35 USPS clearance fee instead of courier brokerage. On a ¥15,000 (~$100) order that's the difference between $9 and $25+ in fees.
| Service | US clearance | Typical total fee |
|---|---|---|
| Japan Post EMS | via USPS | $9.35 + duties |
| Japan Post Airmail | via USPS | $9.35 + duties |
| DHL/UPS/FedEx from Japan | own brokerage | $14–$35 + duties |
Consumption tax: ask for the export price
Japan's 10% consumption tax should be removed on exports. Domestic-market shops (and most proxies) charge it; export-oriented stores deduct it at checkout for US addresses. It doesn't affect US duty either way — CBP works from the merchandise value.
Proxy services: the third layer of cost
Buyee, Tenso, ZenMarket and friends charge their own service fee (often ¥300–¥800 plus a percentage) on top of domestic shipping, international shipping, and — post-de-minimis — your duty and US fees. When comparing a proxy price to a US retailer, add all four layers. The landed-cost calculator covers the customs part precisely.
One more quirk: some Japanese sellers simply won't ship internationally. That's where a US forwarding address earns its keep — order domestically in Japan, forward to the US, and the import clears under the same duty rules as any direct shipment.
FAQs
Is Japan Post EMS still the cheapest way to ship to the US?
For small and mid-value parcels, usually yes. EMS hands off to USPS for US clearance, where the flat $9.35 fee applies — versus $14–$35+ brokerage with private couriers. Japan Post also offers surface and airmail options that clear the same way.
Do I pay duty on cameras and electronics from Japan?
At MFN, no — cameras, lenses, phones, and laptops are duty-free. But since July 24, 2026, the Section 301 forced-labor action adds 10% (or 12.5% net of MFN) to Japan-origin goods, and carrier fees apply regardless.
How do proxy services (Buyee, Tenso, ZenMarket) affect customs charges?
The proxy is the exporter of record, and its declared value is what CBP sees. Reputable proxies declare accurately — which means you should budget duty plus fees exactly as if you had shipped it yourself. Under-declared parcels risk seizure and penalties.
The proxy won't ship to my US address — can I use a forwarding address?
Yes, and it's a common workaround for Japan-only sellers. A US shipping address service like TaxFreeAddress (taxfreeaddr.com) gives you a stateside delivery point; the parcel then clears US customs exactly like any other import.
