The China exception: 35%+ on "duty-free" goods

Most electronics are made in China even when bought elsewhere. Origin follows manufacture, not the shipping point — but when you order from a China-based seller (AliExpress, DJI direct, Xiaomi direct), the overlays land:

Battery and certification notes

Two non-duty checks for electronics orders: lithium batteries must ship under IATA rules (sellers handle it, but it restricts some shipping options), and devices with radios (Wi-Fi, Bluetooth) are subject to FCC equipment authorization — consumer units with FCC marks clear routinely; gray-market units without can be refused.

FAQs

What is the import duty on phones and laptops?

Zero. Smartphones (HTS 8517.13), tablets and laptops (HTS 8471), headphones (8518.30), and smartwatches (8517.62) are all duty-free at MFN. The US treats consumer electronics as information-technology goods.

Then why was I charged $20 to import a phone?

Fees and origin. The MPF ($2.69 informal) plus your carrier's brokerage fee apply even at 0% duty — and if the device is China-origin, the IEEPA (+10%) and Section 301 (+25%) overlays stack despite the Free MFN line.

Are cameras and drones also duty-free?

Cameras and lenses are duty-free at MFN. Drones are not — they classify under HTS 8806 with real duty rates, one of the recent reclassifications that surprises buyers.

I'm deployed or living overseas — can I avoid these charges buying from abroad?

Military and certain returning-resident exemptions exist for personal effects, but they apply to moving household goods, not routine online orders.
